Yes, to download and to use. Identifying birds, your garden list and every species guide are free. Birdfact Unlimited removes the limit on identifications.
How does it identify a bird?
From a photo it finds the bird, reads the marks that separate species and checks the answer against the bird it is usually mistaken for. From a recording it listens for songs and calls. It tells you how sure it is, in words.
Is it on Android?
